The Warren City Council has given initial approval to an ordinance that would allow recreational marijuana retail establishments in Michigan’s third-largest city. The measure, which must pass a second reading before taking effect, would permit unlimited dispensaries while maintaining zoning restrictions that require businesses to operate in industrial or heavy commercial zones and remain a certain distance from schools, residences, parks, libraries, and places of worship. The ordinance aims to resolve a multi-year legal dispute over medical marijuana licensing, which was challenged for violating Michigan’s Open Meetings Act.
Warren has previously allowed recreational marijuana processors, growers, transporters, and testing labs, but not retailers. The ban led to a lawsuit from medical marijuana applicants, prompting the City Council to reconsider its stance. Some officials warn that market saturation in nearby cities like Center Line could limit demand, while supporters argue that Warren’s larger population and regulated business environment create strong opportunities for the cannabis industry. The council will hold a final vote on the ordinance in an upcoming meeting.
